ECI DG visits Tezu
TEZU, Mar 19: Ashish Srivastava, Director General, Election Commission of India (ECI) accompanied by S. Garg, Inspector General Arunachal Pradesh Police visited Tezu today to assess and take stock of election related preparedness in the district.
Meanwhile, a meeting with Deputy Commissioner cum District Election Officer and Superintendent of Police was convened at DC’s chamber to review and assess the electioneering process in Lohit district in general and Tezu in particular.
During the meeting, first hand information on law and order situation, conduct of MCC etc were evaluated by the Director General and the Inspector General.
Later, another meeting of Director General and Inspector General with local political leaders was also convened at DC’s Conference Hall at Tezu today regarding peaceful conduct of election in the area.
Meanwhile, 122 Bottles of IMFL from hotels and restaurants were seized in a surprise raid conducted by Excise Officer with Liquor Monitoring Team. The raid was conducted in 32 wine shops and in hotels in and around Tezu Township today.
Two wine shops and all Bonded Ware Houses were found to be installed with CCTVs in and around their premises.

Personality development camp conducted
DAPORIJO, Mar 19: With the mission taught by Swami Vivekananda of ‘Man Making and Nation Building’, the Vivekananda Kendra Arun Jyoti, Daporijo branch organized a three days residential camp for youngsters of class VI to XI standard from March 10 at VKV Kuporijo.
Around 30 participants from various schools took part in the camp, which had lecture sessions on character building, time management and development of an extrovert attitude taught by invited resource persons. Activities like meditation, yogabyas and memory capacity development were also conducted during the camp.
SFS College gets digital library
AALO, Mar 19: The SFS College located at Yeggo near Aalo town is the first college in the state to get a digital library. This digital library was inaugurated by Rev. EC directive to states on ‘dry days’ during polls

No liquor can be sold at shops or served in restaurants and hotels on May 16 also when the counting of votes will take place, EC said.
In a directive sent to all state chief secretaries, the EC drew their attention to
Section 135 C of the Representation of the People Act, 1951 which provides that liquor
in any form cannot be sold, given or distributed at a hotel, eating house, tavern,
shop or any other place -
The EC said storage of liquor by individuals will also be curtailed during the dry period.
It asked states to ensure that steps are taken to prohibit sale of liquor in adjoining areas of the constituencies concerned so that there is no chance of smuggling. In a separate directive to all the Chief Electoral Officers, the EC said the personnel involved in the conduct of elections shoulder their duty in demanding circumstances.
"Therefore, the least that can be done is to treat them with propriety and to provide for certain basic amenities," the poll body said. PTI
EC to keep tabs on poll ads in social media
New Delhi, Mar 19: With political parties using social networking sites such asTwitter and Facebook in a big way for campaigning in Lok Sabha polls, Election Commission has issued detailed guidelines for political advertisements on such platforms that include obtaining certification for contents before putting them in public domain.
The Election Commission has also asked the social networking sites to maintain expenditure incurred by the political parties and individual candidates on advertisements so that they can be produced to the Commission when requested for.
In separate letters to major social networking sites yesterday, the Commission directed them to ensure that contents displayed by them during the electoral process was not "unlawful or malicious or violative of the model code of conduct".
It said the guidelines to the social media have been issued as part of the Commission's broad efforts to address the problem of paid news.
All major political parties have been using the social networking sites as part of their campaign strategy, particularly to woo the young voters. In the recent Delhi Assembly polls, the Aam Aadmi Party had used Facebook and Twitter in a big way to draw support for itself.
Director in Election Commission Dhirender Ojha said the directive of the Commission
will be applicable to a range of internet-
"We have told the social networking sites to take precertification from Media Certification and Monitoring Committees at district and State levels," he said while addressing a workshop on media's role in the electoral process.
He said it was part of Commission's efforts to address the problem of paid news.
The commission has already issued directions for providing details of social media accounts by the candidates while filing their nominations.
Ojha said it was mandatory for political parties and individual candidates to keep details of expenditure incurred on advertisement in social media.
He said the expenses will be accounted for in the total expenditure incurred by the candidates.
He said the guidelines for the social networking sites for political advertisements have been finalised after a series of meetings with them by the Election Commission.
Speaking at the workshop, Delhi's Chief Electoral Officer Vijay Dev said the EC would try its best to prevent candidates and political parties from "misusing" the social media but at the same time maintained that it was not attempting to "throttle" the social media.
Ojha said provisions of model code of conduct and related instructions of the Commission will be applicable for content being posted on the internet, including social media websites, by candidates and political parties.
He admitted that monitoring contents in the social media was an uphill task but asserted that every effort will be made to maintain decorum in the campaign and ensure a level playing field for all the candidates.
He said as servers of major social networking sites were in foreign countries, it was difficult to even track the origin of the contents.

Dev said expenses on social media by candidates political and parties will be monitored by the Commission and appropriate action would be taken against violators as per law.He said the Commission had received two complaints regarding use of social media in assembly polls in December last year.
Identifying paid news as a major challenge, he appealed to the media to exercise "self imposed restrictions and discipline\" to address the problem.Ojha termed paid news as a complex menace that \"circumvents\" election expenditure laws and vitiates the electoral process. Dev said 54 cases of paid news were reported during the Delhi Assembly polls last year. PTI

DEO holds second round of meeting with sector magistrates
AALO, Mar 19: In its second round of meeting with the Sector Magistrates, the West Siang District Election Officer M K Sahoo has appealed all senior officers engaged as Magistrates to ponder over election related works assigned to them as they have key role to play in the smooth conduct of election in the district. He asked all to assess basic facilities, road condition, network connectivity, vulnerability mapping and other problems and send the detail report latest by 28th of March to work upon those grey areas. They need to attend the training session with the Polling Personnel on EVM handling as they will be provided spare EVM to help out the polling team in crisis situation.
Election exercises this time is enormous, he said and urged the officers to keep themselves in readiness to meet the stiff challenges ahead.
Participating the discussion, the West Siang Superintendent of Police Rajesh Kumar said that one guard and wireless set will be provided to each Sector Magistrate and stressed on drawing a good communication plan locating places of network connection to keep in touch with each other in case of problem to rush reinforcements. Curious case of check gates in Arunachal !

“My uncle was so delighted to learn that he was posted near police check gate along Assam border,” says Roning (name changed), a student who lives with his uncle. His uncle, a head constable in his late 50’s is almost in his last lap of service and inching closer to superannuation.
Roning had never seen his uncle so excited, nor had he tried to decipher the reasons, rather he quickly drew his own conclusion that posting at a check gate along the border might be a “dream come true” for police personnel in their ennui service life and onerous 24x7 stand by, stand down assignments.
Perhaps Roning uncle’s jubilation could be other reason; however, the fact, according to police sources, is posting at check gate resuscitates lethargic police personnel. They foresee new source of income while on duty at check gates, police sources added.
At a time when the state police personnel are on their toes to contain illegal activities, ahead of Lok Sabha and Assembly Elections 2014, some of police personnel and government officials deputed at Check Gates are charging rupees (taking cash) from illegal immigrants who do not possess valid Inner Line Permit (ILP) to enter into Arunachal.
To validate the claim, this scribe himself had witnessed that check gate staffs are brazenly charging Rs 100 from each immigrant who do not have ILP which encouraged them to sneak into Arunachal’s territory.
The skeleton of “misdeeds” now tumbled out of Police’s department cupboard, as months ago Inspector General of Police (Law and Order) Satyendra Garg in a press statement on Jan 26 2014, clearly instructed SPs of all the districts to ensure that anybody who is not a bonafide resident of Arunachal Pradesh must have a valid ILP to enter the state and he also directed the check gate police staffs to ensure compliance of ILP requirements. The IGP statement came after the police department decided to launch intensive ILP checking drive throughout the state to stem influx.
Our state is gripped by the election fever (Lok Sabha & Assembly), there is a higher possibility of proxy voters to sneak into Arunachal, in such a situation letting the illegal immigrants into our own territory is like opening the ”hell gate” on Indigenous people. The most of the proxy voters’ bear with local name however their physical appearance is testimony that they are not belong to this land.
Meanwhile when enquired, it is revealed that some of the Check Gate staffs especially police personnel are wittingly indulge in illegal activities out of deprivation and frustrated service life.
According to a police officer (who don’t want to be named), inadequate facilities, meager salary and deprivation of basic incentives could be the reason which encouraged personnel to indulge in such activities and to sustain their family. “We hardly get Rs 125 as honorarium in a month, instead of fixed TA/DA whereas our duty is onerous” said a constable from Special Branch.
“It may be true, few personnel take money from the people who indulge in illegal activities, but to reform such practices, the government and the home department must look into the factors which forced them into such things” observed a police officer.
The much vaunted installation of CCTV cameras at all strategic locations including the Check Gates in the state would certainly minimize such nexus; otherwise it would be “too little and too late” as the railway is going to be operational soon.
The soldier guarding the countries frontline is emboldened with patriotism and love for their motherland, likewise whatever could be the reasons for their indulgences, the police personnel and government officials at Check Gates must realize that fate of Arunachal is in their hand.
67 detonators seized in Kurung Kumey
KOLORIANG, Mar 19: Maintaining the momentum of the drive undertaken to enforce the prohibitory orders under the Model Code of Conduct, the Flying Squad deployed in Kurung Kumey district has seized 67 number of detonators at Koloriang. Meanwhile, the DEO has expressed great concern over carrying of detonators by people.

BOMDILA, Mar 19: Working round the clock, the Flying squads, SSTs, Magistrates and Police in the district have seized good amount of cash and liquor the day before at district headquarters Bomdila and Thrizino.
An amount of Rs. 2.60 lakhs from Bomdila and Rs. 2.50 lakh with ten Daos and 19 bottles of illegal liquor from Thrizino were seized. Upper Subansiri DM issues a series of executive order for peaceful election process
Daporijo, Mar 19: In view of conducting the forthcoming Lok Sabha and Legislative Assembly Elections 2014 peacefully in the Upper Subansiri district and maintaining law and order and peace in Daporijo town, the District Magistrate Tahang Taggu has passed orders whereby the use loudspeakers is allowed only from 9 am onwards till 8 pm in the district, with prior permission from the authority and with immediate effect till the completion of the election process. The DM has also notified Rijo Ground, Daporijo as the place for conducting party meetings/rallies for all political parties with intimation of the date and time of the meeting to the authorities. Rijo ground, Daporijo has also been notified as the place for putting up of posters and banners for all political parties. Putting up posters in any other place is restricted.
In another order, the District Magistrate has notified a set route for holding party rallies in Daporijo town in order to regulate traffic movement and for the convenience of the public.
In order to check the violation of the MCC, the SSTs and Flying Squads are actively patrolling the district. Till date the team headed by Town Magistrate Dr. Dana Una has seized 55 bottles of IMFL, 6 cases of beer and a SBL gun.
Meanwhile, the Department of Tax and Excise along with police personnel in a raid conducted today, seized 113 bottles of beer and 107 bottles of IMFL from the shops in Daporijo and Dumporijo area which were selling liquor without license. The Department also sealed 5 retail wine shops and 1 liquor wholesaler for non compliance of rules of compulsory installation of CCTV cameras in their premises. DIPRO

Come with development agenda
Congress vice president Rahul Gandhi yesterday visited Ziro valley and addressed a election rally. Much to the disappointment of people of Arunachal, Gandhi scion had nothing new to offer to the populace of state. Instead of outlaying vision of his party and what they intend to do for state, he made casual remark like; he would like to settle at Ziro after "retirement." Though, it’s appreciable that he said those words out of his excitement over visiting picturesque Ziro valley.
During his brief 16 minute speech Rahul Gandhi failed to address the concern of ordinary Arunachalee. It’s a matter of great pride for Arunachal that national leaders are making beeline to visit state but those leaders does not seem to have any real agenda for Arunachal’s development. BJP Prime Ministerial candidate Narendra Modi visited Pasighat last month to address election rally. His speech was also more of rhetoric and short of vision for Arunachal. National leaders are welcome to visit Arunachal to appeal votes for their party but they should not come here for vacation. Arunachalee people are only interested to know the developmental agenda of their parties and will not be swayed away by high profile national leaders.

Why women make better leaders?
Dear Editor,
Aside from their gender, female leaders don't have much else in common. Some have brought peace, progress & prosperity to troubled lands and region, while others have strewn discontent. Some have been competent or brilliant, others inept or corrupt. They might come from political party/ organization positions etc.
Points here are why Women Make Better Leaders-
· Traditionally, women are thought to be better than men when it comes to verbalizing what they think.
· The ability to understand what others are feeling — to detect if they are overworked or struggling — is a skill that “clearly contributes to effective leadership,”
· They have a vision (which they communicate to their team).
· Women look at problems differently. They make up half the population and reflect the common public, consumer’s interests, dreams and desires of entire population.
· They know the best teams are made up of a different mixture of skills and backgrounds which bring spark and innovation to the party/ organization.
· The ability to think for long-
Also, it’s not entirely fair to identify all of these qualities as uniquely female. Sure, there are bad women leaders and women who are ruthless and destructive, while plenty of men are compassionate and inspiring. In general I am against gender stereotyping. But I also believe that if we had more female leaders the world would be a better place.
A hard question arises “Have your female leaders been compassionate and nice, or are they as likely as men to be either good or bad”? Let’s share and decide for better Arunachal Pradesh!

Through the column of your esteemed daily I would like to highlight those problems frequently confronted by the residents of A and B Sector of Itanagar and would like to seek clarification from the concerned authorities.
It’s been more than three months that residents of A and B Sectors are being fed
with water supply of merely 5-
When there was merely a single water tank in Dariya Hill, we didn’t face any crisis.
But ever since big multi crore water supply projects came up at Poma River, the problem
has started. I being a concerned citizen would like to know from the concerned authorities,
the reasons behind it. And I being the conscious consumer would like to call upon
concern authority to justify monthly water bill that they collect every month for

Secondly, I wish to know from the concerned department/authority as to what is a
monthly allocation of ration items to each fair price shop/cooperatives, and the
number of ration cards issued to the consumers (BPL or APL) in capital complex. It
is learnt that a ration card holder is entitled to l0-
Thirdly, the power supply is no exception too; capital dwellers have to be content with power supply of every alternate hour for months. Poor students write their examinations without light by using candles. Now, the simultaneous election of Vidhan Sabha and Lok Sabha having been declared for 9th April, 2014, the campaigning process is in full swing. The poor power supply, especially during night time may create law and order problem amongst the campaigning parties, which the concerned authority must bear in mind and should find alternate way immediately.
